300 new homes in Oldham waiting on approval (GB)

The planning committee will review the former Hartford Mill site and the Shaw Distribution Park next week, potentially adding nearly 300 new homes to Oldham.

Councillors are expected to approve both proposals, albeit with certain conditions.

Bellway Homes has proposed the construction of 190 homes on the Linney Lane site, featuring a mix of mews, semi-detached, and detached properties. The project, designed by APD in collaboration with Great Places Housing Group, is being consulted by Pegasus Group. Of these new homes, 110 will cater to social housing needs.

The first phase of this development received approval in May 2023, while the second phase will be built on the c. 6.8ha southern section of the total c. 12.1-ha site. The project team includes Pell Frischmann, TPM Landscape, Red Acoustics, JSP Sustainability, Rachel Hacking Ecology, E3P, Ascerta, and Nightingale Environmental.

Additionally, a c. 3.6-ha plot off Block Lane has been designated for a 93-home residential project, for which the council is also recommending approval. This outline application, submitted by Serviam Planning on behalf of landowner Barry Parker, seeks to repurpose land previously occupied by the large, grade two-listed Hartford Mill, which has since been demolished. The mill, vacant since 1991 and labelled a “death trap” by a local councillor prior to its demolition, is now privately owned by Parker.

Approval is being sought for all aspects including access, appearance, landscaping, layout, and scale of the development. The project team involved includes Arbtech, Eddisons, Martin Environmental Solutions, and Betts Hydro.
