CNM Estates has been granted planning permission for £300m (€394m) refurbishment and development of Tolworth Tower, the iconic modernist tower located within the Royal Borough of Kingston Upon Thames.

The project will transform the existing office tower block which is largely vacant, creating 308 new homes as part of a mixed-use redevelopment, in addition to 78 apartments which are being converted through Permitted Development Rights within the North Tower.

The Tolworth Tower – designed by Richard Seifert and originally constructed in 1964 – will be partly converted from office space to offer 108 new homes plus 68 serviced apartments. A further 200 homes will be constructed to the front of the site in four new buildings that range from five to 19 storeys.

The Tower’s remaining 4,920m² of office accommodation will be upgraded, and 1,000m² of new high quality retail space will be created along Tolworth Broadway. Marks & Spencer Food Hall and Travelodge hotel that are currently on site will be retained and upgraded. There will be a £3m (€3.9m) capital contribution to offsite affordable housing as well as ten Starter Homes built, in addition to £425,000 (€557,676m) to extend the 281 bus route.  A total community investment package including affordable housing and public realm works of approximately £15m (€19.7m) has been agreed.

The comprehensive redevelopment will also include the creation of a new public realm, including an urban park and improved pedestrian and cycle zones, to help better integrate the site to its surrounding areas, in line with the Council’s aspirations.

Wahid Samady, chairman CNM Estates, says: “We have been working closely with the council, Greater London Authority, Transport for London and local stakeholders to ensure that our proposals re-establish this iconic building as the 21st century hub for the area, which we hope will support the growth and regeneration of Tolworth – an area with huge potential.”

Nik Dyer, development manager CNM Estates, says “Our projects focus on creating vibrancy, delivering long term community value alongside exciting design, innovation and widespread economic benefit. We assembled a world class team and now have a scheme which will kick start a much needed rejuvenation of the area.”
