Alkmaar, the Netherlands: Bouwinvest has acquired 167 rental apartments from Ontwikkelcombinatie The Future for the Dutch Impact Mandate, which it manages on behalf of construction workers' pension fund bpfBOUW. Three quarters of the apartments will be let below the national mid-rent ceiling at the start of letting, giving the deal direct and measurable social impact. The new-build homes will be delivered by Ter Steege Bouw Vastgoed as part of Project The Future, a 437-apartment development next to Alkmaar Noord station, with construction starting in November 2026 and completion scheduled for mid-2029.
Of the 167 apartments, 126 will be let in the mid-rent segment upon completion, at rents of up to approximately €1,350 per month including the new-build surcharge at 2026 price levels. These homes are aimed squarely at the households the Dutch housing market has struggled to serve: those who earn too much for social housing, yet for whom the free-market sector is out of reach. The wider scheme comprises 437 apartments in total, including 143 social rental apartments owned by housing association Kennemer Wonen, whose building will also include a community space, and 127 owner-occupied apartments, creating a genuinely mixed-tenure neighbourhood.
"Pension funds want their investments to deliver not only returns, but also a contribution to societal challenges. Real estate is a logical choice for this, because the impact is tangible. For pension funds, we therefore manage two impact products, the Dutch Senior Living Impact Fund and the Dutch Impact Mandate, in which we also make that impact measurable. By investing pension capital in new homes such as those in The Future, our clients are helping to reduce the housing shortage in the Netherlands," said Maya Savelkoul, Fund Manager at Bouwinvest.
Under the Dutch Impact Mandate, impact is a precondition for every investment. Each project must demonstrably contribute to one of two goals: more mid-rent housing for middle-income households, or construction methods that emit less CO2. Bouwinvest tests this in advance against hard, measurable criteria, including a minimum share of mid-rent homes at the start of letting, alongside fixed requirements for energy consumption and climate resilience. The building will be entirely gas-free with an A+++ energy label, with heating and cooling provided by an aquifer thermal energy storage system. It complies with the CRREM 1.5-degree pathway for energy intensity and the EU Taxonomy, the climate risk scan shows no high risks, and the construction site will be registered with Bewuste Bouwers.
For investors and developers, the transaction points to a development that has yet to be fully priced into the Dutch residential market: the emergence of pre-defined impact criteria as an underwriting standard rather than a marketing label. Where mid-rent targets, CRREM alignment and EU Taxonomy compliance are fixed before acquisition, they effectively define a new institutional product specification. Developers who can deliver forward-funded, gas-free, taxonomy-aligned mid-rent stock at scale are likely to find a deep and committed pool of pension capital, while those who cannot may find themselves increasingly excluded from the largest buyers in the market. With completion not due until mid-2029, the forward-purchase structure also offers developers early funding certainty in a period of elevated construction costs and regulatory complexity.
Bouwinvest originated from bpfBOUW and now oversees €18.5bn in assets as at the first half of 2026, offering institutional investors access to a curated portfolio of Dutch direct investments and targeted global indirect investments. The firm states that long-term outperformance is only possible when ESG considerations are integral to investment decision-making and aligned with financial returns.
