On a regular basis the Province of Utrecht receives requests for building projects in the rural areas. The province however, follows a policy of 'let green, be green' and refuses building permits.
Therefore new projects must comply with the so-called red boundery policy in the Fifth Policy Paper on Spatial Planning, i.e. mainly in existing urban areas.
